Heres a good safety question; SCORE´s rules and regulations CR8 states that all participant vehicles shall be equipped with a portable UL approved 2.5 pound minimum ABC rated dry chemical or halon fire extinguisher with a capacity gauge, fully charged and easily accessible.
How many and what is the better spot to place fire extinguishers in the race car?

Everytime I think of fire extinguisher mounting I recall a Mini Baja competition I watched in college. One of the competitors had it mounted on the floor between his legs. First big dip his protruding bumper digs in the dirt, something knocks the head off the extinguisher and gives him the full contents in the chest and face. We mounted ours inside just behind the seats on both sides by the main hoop. Easy to reach if you know they are there. I notice some people mount one outside and visible as well.

Yes i´ve seen few mounted near the fuel cell, reachable from the outside.

I've got one in between the seats... so either person IN the car could reach it... I used to have one mounted on the outside on the down bars... I really like having that one.. (not sure what happened to it)... but think about it, if you have a fire in the pits, or roll the car and are unconcious, wouldn't a fire-extinguisher on the outside make great sense?

I've been in the pits before when this happened (fuel on the HOT brakes). An extinguisher on the inside, where guys are belted in, doesn't help much. I KNOW a good pit should have one handy, but those of us that race enough know that the "best laid plans of mice and men"... it doesn't always work out that way!!!
